Timothy J. Farris retired from the federal government after a 32-year career specializing in acquisition and contract management. He joined the DSI team as a Professional Services Provider in 2010.
Timothy most recently worked at the U. S. Environmental Protection Agency (EPA) where he served as Director of Headquarters Procurement Operations from 2003-2009. As Director, he oversaw a five branch division composed of 70 staff with an annual spend rate of nearly half a billion dollars. He also concurrently served as the EPA acquisition subject matter expert for the Capital Planning and Investment Control program.
From 1995-2003, he managed an 18 person branch that provided acquisition support for major EPA activities, including; the Immediate Office of the Administrator; Office of Prevention, Pesticides and Toxic Substances; Office of International Activities and the Office of Environmental Information.
From 1990 – 1993, Timothy served as Program Manager of the EPA software development project entitled Integrated Contract Management System (ICMS). Timothy leveraged his knowledge of federal procurement and contracts management and delivered a state-of-the-art system that integrated the gathering of procurement information and reporting requirements into the contract writing application.
Timothy became a warranted Contracting Officer in 1986 performing information technology procurement. He handled the largest and most complex acquisitions for EPA in this arena and was named Section Head of the unit in 1988.
Timothy served at the Office of Federal Procurement Policy where he authored the annual report to Congress on capital investment spending.
Timothy is FAC-C, Level 3 certified. He is an active member of the National Contract Management Association and served as a panel member discussing current procurement issues and protests at the 2009 NCMA World Congress.
