Prior to becoming a Professional Service Provider to DSI in 2014, Richard worked for over 34 years in the acquisition field for the Federal Government, 28 years as an attorney and six years as a Contract Specialist and a Contracting Officer. He has experience is in all aspects of the acquisition process and has an in depth knowledge of the Federal Acquisition Regulation (FAR).
Richard spent the last 13 years in the Department of Commerce (Commerce) as a Senior Attorney in the Contract Law Division for the Office of General Counsel. As an attorney at Commerce, Richard provided advice on a large variety of government contract issues. His clients included the National Oceanic and Atmospheric Administration (NOAA), the National Institute of Standards and Technology (NIST), the National Telecommunication and Information Administration (NTIA) and the Office of the Secretary.
Richard provided advice on many complex acquisitions including the purchase of supercomputers and weather related satellites and equipment for NOAA. He also represented Commerce as counsel in protests before the U.S. Government Accountability Office and in contract disputes before the Civilian Board of Contract Appeals. He was responsible for all aspects of trials and hearings including preparing pleadings and discovery requests, drafting pre- and post-hearing briefs, and preparing witnesses. In addition, Richard advised senior Commerce officials including the Senior Procurement Executive on various procurement matters including procedures developed for debarment and suspension.
