Normand V. Lussier (Norm) is an owner and CEO, Chief Executive Officer at Debarment Solutions Institute, LLC (DSI).
During Normand V. Lussier’s years of federal service, he managed the DLA fraud program and provided policy direction for fourteen fraud attorneys assigned to DLA field activities. He supported the Special Assistant for Contracting Integrity who acts as the Suspension and Debarment Official for the agency. He joined the DSI team as a Professional Services Provider in 2016.
Mr. Lussier’s civilian career as an attorney has been in support of the Department of Defense. He has experience in contracting, litigation and the assessment of contractor ethics and compliance programs. After admission to the California Bar in 1972, he joined the Navy’s Office of General Counsel as a civilian attorney in the Naval Supply Systems Command where he served in a variety of assignment at different field activities. In 1985, he was appointed General Counsel, American Forces Information Service, a field activity of the Office of the Secretary of Defense (Public Affairs). In 1992, he joined DLA’s Office of General Counsel as an Associate General Counsel working in the area of suspension and debarment.
Mr. Lussier graduated from Oroville High School in 1962 and enlisted in the Navy. Upon release from active duty, he remained in the Navy Reserve. He received a direct commission in 1972 as an Ensign (Special Duty, Intelligence). He retired from the Navy Reserve in 2002 as a Captain.
He attended San Diego State University, graduating in 1969 with a Bachelor of Arts degree with distinction in History. In 1972, he received his Juris Doctor degree from the University of California Hastings College of the Law where he served on the Hastings Law Review. He is admitted to the California Bar.
